In the appeal, it is emphasized that the new draft, like the current Cabinet of Ministers resolution No. 181 dated March 30, 2022, maintains a significant difference in salary coefficients for teachers of different subjects.
For example, according to the draft, the salary of a teacher of general education subjects with a "bachelor" qualification is 23,232 soms, while the salary of a teacher of mathematics, physics, chemistry, and biology is 27,808 soms. Taking into account seniority bonuses, the difference can reach 6,900, 9,200, and 11,500 soms depending on the length of service.

At the same time, the work of teachers of different subjects is similar in volume: preparation for classes, checking written assignments, methodological and educational activities, participation in school events, and interaction with parents and students.
Before the adoption of resolution No. 181, teachers' salaries did not differ by subject, and the basic payment conditions were equal for all.
“The introduction of significant differences in coefficients has led to clear discrepancies in salaries for comparable workloads. This raises concerns among educators and creates tension within educational teams,” the appeal notes.
The authors of the letter emphasize that the Labor Code of Kyrgyzstan and the fundamental principles of trade union activity are based on the principle of social justice, which implies equal pay for equal value.

“The work of an educator, regardless of the subject, requires high qualifications, responsibility, and constant self-development. Every teacher, whether a language, history, geography, or natural sciences instructor, makes an equal contribution to the education of the future generation,” the educators add.
They understand that the establishment of higher coefficients for certain subjects was driven by the desire to attract specialists in specific areas. However, in practice, this has created a problem of unjustified differences in the pay of educators performing similar tasks in terms of volume and complexity.
The educational community and the Federation of Trade Unions are requesting:
- to create a working group involving representatives from the Ministry of Education, trade unions, educators, and experts to refine the draft resolution;
- to reconsider the provisions of the draft concerning differences in salary coefficients;
- to explore the possibility of establishing fairer pay conditions based on the principle of equal pay for equal work;
- to introduce a single basic salary coefficient for all teachers of general education subjects, without dividing them into "priority" and "non-priority" subjects.
It was previously reported that starting from April 1, 2026, salary increases in Kyrgyzstan will apply to all teachers without exception, regardless of the subject.
