The Ministry of Construction, Architecture, and Housing and Communal Services has announced the suspension of work on the excavation for the wellness center located near the cemetery in the village of Orto-Sai.
Work on the project was carried out by the company "Shirin Business Group," according to information from the ministry.
In addition, the ministry commented on the construction of a four-story residential complex on Imanalieva Street, which is being carried out by the company "Nurzaman." Construction began about two years ago in compliance with all established legislative norms.
At the same time, an official certificate was provided from the Tash-Dobosky ayil okmotu confirming that the cemetery is closed for obtaining the necessary permits.
“At the time of issuing the permits, the cemetery was considered closed. If the status had not been confirmed, the construction permits would not have been issued,” the official statement said.
The ministry also noted that construction works are under the control of the Department of State Architectural and Construction Control.
The agency clarified that checking the status of the cemetery does not fall within their jurisdiction.
“Since the document regarding the status of the cemetery was issued by the local self-government, questions about whether the cemetery is closed or not are outside the ministry's competence. The responsibility for providing such information lies with the relevant authority,” the ministry added.
Regarding claims of violations of the sanitary zone between the cemetery and the construction sites, the ministry also commented on this situation.
According to departmental data, the distance between the sites was determined based on topographic surveys.
“Sanitary norms for closed cemeteries establish that the protective zone must be at least 50 meters. According to the topographic survey data, the distance between the sites is 60–70 meters,” ministry representatives clarified.
Furthermore, the ministry added that construction work on the residential complex continues, and questions regarding possible new burials at the cemetery, previously recognized as closed, should be addressed by the competent authorities.
