Turmush wrote that on March 26, a meeting of leaders from government agencies and local self-government with residents of the eastern zone of the Chui region (Kemin, Chui, Issyk-Ata, Alamudun districts) is taking place in the city of Tokmok. The event is organized at the request of President Sadyr Japarov to promptly address the problems of the population.
Yakupova reported the need for the construction of a bypass road. “We need a bypass road that would start from the village of Chym-Korgon and go around the villages of Boobek, Ak-Beket, Zhany-Alysh, and the city of Kemin. As everyone knows, there is an extremely high number of traffic accidents on the Bishkek—Naryn—Torugart section. The bypass road is vital for ensuring the safety of citizens,” she says.
According to the activist, the current situation with cleaning the roadside is unacceptable. She stated that the collection of garbage along the roads by civil servants is a “shameful phenomenon,” as it is a direct responsibility of road maintenance enterprises. To combat violators, Yakupova suggested installing video cameras. “Fines collected from individuals who throw garbage in unauthorized places could become an additional source of budget replenishment,” she says.
Yakupova noted that the courts of elders today remain without proper attention, although their potential is enormous. “If we support the courts of elders, many minor disputes and cases of domestic violence in villages could be resolved on the spot, relying on the wisdom and authority of the older generation,” she believes.
The head of the Main Department of Road Safety of the Ministry of Internal Affairs, Azanbek Kozukeev, responded to these initiatives. “Currently, the project for the construction of a bypass road in the Kemin district has not been considered. However, we will prepare a corresponding appeal to the Ministry of Transport to study this issue,” he reported.
