
According to the results of the audit conducted by the Accounts Chamber of the Kyrgyz Republic, financial violations in the construction sector were identified amounting to 1.58 billion soms for the year 2024. The audit concerned the Ministry of Construction, Architecture, and Housing and Communal Services.
According to the information from the chamber's press service, the majority of the identified violations are related to the accounting of accounts receivable.
The audit covered the period from January 1 to December 31, 2024, and aimed to evaluate the budget execution and the work of the Ministry of Construction, as well as its structural subdivisions.
As a result of the audit, significant violations in financial accounting were identified, as well as in compliance with budget legislation and the progress of construction works.
The total amount of violations amounted to 1 billion 585 million 293 thousand soms, of which 1.17 billion are errors in the accounting of accounts receivable.
In addition, the audit revealed the following violations:
- inflated costs and volumes of construction and installation works — 166 million 87 thousand soms;
- misuse of budget funds — 85 million;
- financial operations outside the Unified Treasury Account — over 40 million;
- violations in salary payments and other accruals — over 24 million;
- presence of unaccounted property — over 26 million.
There were also recorded cases of untimely and incomplete transfers of funds to the budget, unjustified advance payments, as well as violations in the implementation of capital investments.
Of the total amount of violations, 349 million 414 thousand soms are subject to recovery. During the audit process, it was possible to recover 122 million 191 thousand (35 percent) of the specified amount.
After the audit was completed, recommendations were given to the Ministry to address the identified violations, improve financial discipline, and use budget funds more effectively.
