According to the audit report, the contract between the municipal enterprise and ZHONGTONG BUS HOLDING CO., LTD was signed on August 15, 2022. Under this agreement, 120 city buses of the ZHONGTONG brand, operating on compressed natural gas (CNG), were purchased for a total of 10,920,000 USD. The contract also includes clause 2.1 and Appendix 2, according to which the supplier was obligated to provide spare parts for these buses. However, during the audit, it was found that the delivery of spare parts was not fully completed, resulting in an amount of undelivered spare parts totaling 12,325,053 soms. Additionally, a penalty of 5% was imposed for the non-delivery of spare parts, amounting to 628,000 soms.
Furthermore, on March 15, 2023, a new agreement was signed between the "Bishkek Passenger Transport Enterprise" and ZHONGTONG BUS HOLDING CO., LTD, under which 1,000 city buses were purchased for a total of 86,500,000 USD. According to clause 1.1 and Appendix 1 of contract No. ZT20230315, 5 laptops and 4 industrial tablets were to be supplied for the diagnosis of the buses, the cost of which was included in the total contract amount. However, a shortage of 5 laptops and 4 tablets was recorded in the enterprise's warehouse, which, at market prices, amounts to 655,000 soms (55,000 soms for each laptop and 95,000 soms for each tablet).
