Rules for Product Certification Are Changing in the Kyrgyz Republic: The Project Has Been Put Forward for Discussion

In Kyrgyzstan, a public discussion has begun on the draft resolution of the Cabinet of Ministers regarding new rules for confirming product compliance through declarations.

This initiative arose due to the risks associated with the non-recognition of Kyrgyz certificates and declarations in international markets, especially in the countries of the Eurasian Economic Union. This has become relevant against the backdrop of recent changes in Russian legislation, which has tightened control over documents confirming the compliance of goods.

As part of the project, it is proposed to increase the powers of accredited bodies included in the unified register of the EAEU in the field of certification.

It is planned to allow these bodies to register declarations of conformity for various technical regulations covering areas such as food products, fuel, cosmetics, and light industry.

In addition, a requirement is introduced for such bodies to submit monthly reports on issued declarations to the Ministry of Economy and Commerce, and to undergo additional accreditation by April 1, 2027.

Monitoring compliance with the new requirements will be carried out by relevant agencies, including sanitary and environmental oversight. In the event of violations, measures will be applied in accordance with the Code of Offenses.

It is proposed to abolish the existing procedure for allowing bodies to register declarations and replace it with a new regulatory system.

The developers emphasize that the proposed changes are aimed at protecting the interests of domestic producers, minimizing risks for exports, and creating more stable conditions for doing business.
