President: There will be no more coups

“The state has now become strong”


Today, President Sadyr Japarov delivered an important message to the people of Kyrgyzstan, discussing key issues related to the energy sector, the timelines for repaying external debts, and plans to improve the condition of roads where thousands of people die each year.

In his address, he raised the topic of driver's licenses and road safety:

“After the collapse of the Soviet Union, driving tests were not conducted properly, and many simply obtained their licenses without any effort. Currently, 90% of drivers acquired their licenses for money. This is a bitter truth, and I am ready to confirm it 100%.

If you stop most drivers on the street and ask them about traffic rules, as well as the technical specifications of a car, such as the engine, transmission, or battery, they will be unable to provide a coherent answer. Many will not even be able to identify what an engine is, confusing it with other parts.

We need to think about the future generation now and put this area in order.

The number of road traffic accidents is increasing due to ignorance or non-compliance with the rules. Here are some figures:

- From 2014 to 2020, 6,159 people died in traffic accidents.

- From 2021 to the present - 3,818 people.

The decrease in fatalities is related to the measures taken, but this is not enough. Control needs to be strengthened. Since 2014, the number of injured has amounted to 121,896 people. In some cases, even in war, there are not such losses. It can be said that there is a quiet war going on in the country: people are dying and getting injured as a result of accidents.

We are not just losing the lives of citizens, but we also have to provide for those who have become disabled. This causes significant damage to our state.

From this moment on, purchasing a driver's license will be impossible. Those who previously bought licenses and are caught violating the rules will have to take exams. And what is wrong with that? Those who have forgotten the rules will be given the opportunity to study them again. All accidents occur due to violations of the rules, leading to human casualties.

I asked a person who sold licenses: “You sold licenses to 100 people. Can you guarantee that one of them will not hit someone from your loved ones?” He replied: “We have had such cases.”

One of the license buyers hit the sister of this employee's brother. Therefore, those who sell licenses should think: will the same situation happen tomorrow with my son or grandson? We will do everything possible to ensure that licenses are issued only to those who have undergone complete training.

In European countries, people study for 2-3 years before obtaining a license, and therefore the number of traffic accidents there is extremely low. Why can’t we achieve the same result? Even if we start now, the process may take 50 years. In 30 years, the old buyers of licenses will be gone, and only those who have undergone training will remain. Only then can we minimize the number of traffic accidents. Therefore, citizens must support our actions.

An additional course on traffic rules, developed by specialists from the Ministry of Internal Affairs and the Ministry of Education, will be introduced in schools across the country. Detailed information will be provided by the end of November.

Why 14 months? First of all, training in the 11th and 12th grades begins in September, and the process of absorbing information takes time. Practical classes will take into account weather conditions.

It is expected that practical lessons will be conducted on:

- how to drive a car on a slippery road,

- how to act in the dark,

- what to do in case of a car breakdown, etc.

14 months are provided for those who did not pass the exams to prepare again.

The question arises: should we train all schoolchildren, or is it better to teach only those who intend to obtain a license? Each of us is a participant in road traffic: some are drivers, others are pedestrians. Therefore, knowledge of traffic rules is necessary for everyone.

Those who do not plan to drive will not take final exams. The technical base for training is sufficiently developed. Driving schools will be available in all regions, and theoretical classes will be held in schools. Adults who have graduated from school or university will be able to study at driving schools, where training can be more intensive and shortened in time.

There will be no more corruption. Forget about the possibility of buying a license for money. Driver's licenses will now be issued only based on knowledge, hard work, and honesty. Everyone should obtain them based on their own efforts.

In the concluding part of his address

The President noted that there are groups with malicious intent that exaggerate problems, incite people, and hope for political changes.

Who are these groups? They are those who were previously detained for major corruption cases and were forced to return money to the state budget; those whose illegal schemes were dismantled; and those who seek revenge for personal gain. These are people who are embittered for personal gain.

Recently, we met with one of these individuals and told him directly that he was rightly called a “jackal” and a “scoundrel.”

We urged him to live peacefully and focus on raising his grandchildren.

However, he has not changed. These individuals, through bloggers, are again raising old questions about houses built by fraudsters and trying to present these properties as substandard.

We are gradually completing all work on these houses: legalizing and connecting them to electricity. It will take time to resolve the remaining issues, but everything will be done.

So do not expect chaos. Coups will not happen. First, we will not give a reason for a coup. Second, the previous weakness of the state is in the past. Now our state has become strong. Third, the people know whom to support and who should be in power.

Now coups will remain only in your dreams. Let looting, robbery, and greed remain only in your fantasies,” concluded Sadyr Japarov.
