At a meeting held on November 22 in Almaty under the leadership of Kazakhstan's Minister of Energy Erlan Akkenzhanov, representatives from three countries discussed key aspects of water-energy cooperation and mutual support for the upcoming heating and growing seasons.

The negotiations involved: Kazakhstan's Minister of Water Resources and Irrigation Nurzhan Nurzhigitov, Kyrgyzstan's Minister of Energy Talaybek Ibraev, Uzbekistan's Minister of Energy Jurabek Mirzamakhmudov, Uzbekistan's Minister of Water Management Shavkat Hamraev, and Kyrgyzstan's Deputy Minister of Water Resources, Agriculture, and Processing Industry Almaz Zheenaliev.

During the discussion, the parties paid attention to the situation with the Toktogul Reservoir and agreed on the procedure for electricity supplies. Kazakhstan and Uzbekistan expressed their readiness to support Kyrgyzstan during the winter period through electricity exports, which will reduce the winter operation of hydroelectric power plants and allow water to be accumulated for the upcoming growing season.

It is planned that the accumulated water will be directed to Kazakhstan and Uzbekistan in the summer of 2026 to maintain stable irrigation of agricultural lands.

Additionally, the countries agreed on joint efforts to reduce energy consumption and increase energy efficiency in the region. The Uzbek side confirmed its readiness to create the necessary conditions for transit, supplies, and balancing of energy systems.

As a result of the meeting, a tripartite protocol was signed, which legally formalizes the volumes of electricity supplies during the winter period and the water accumulation regime in the Toktogul Reservoir for the growing season of 2026.
