Navigation seals will be used for cargo transportation between the Kyrgyz Republic and the Republic of Kazakhstan. Currently in pilot phase.

According to the press service of the State Tax Service of the Kyrgyz Republic, this pilot project will last until January 15, 2026. Within its framework, navigation seals will be used on a voluntary and free basis for all types of goods traveling:

from Kyrgyzstan to Kazakhstan and Russia;
from Kazakhstan and Russia to Kyrgyzstan through the automobile checkpoints "Ak-Tilek - Avtodorozhny" (KR) and "Karasu" (RK).

Locations for applying navigation seals:

"Ak-Tilek - Avtodorozhny" (KR);
checkpoints on the border of Kazakhstan and Russia (depending on the route);
"Karasu" (RK).

Locations for removing navigation seals:

delivery addresses in Bishkek (when importing into KR);
checkpoints on the border of Kazakhstan and Russia (when in transit);
delivery addresses in Almaty (when importing into RK).

To participate in the project, it is necessary to contact the tax authorities in Bishkek at the place of registration, as well as the Department for the Control of Large Taxpayers in Bishkek and the northern region.

This project is being implemented in accordance with a memorandum signed on August 22, 2025, between the State Tax Service of the KR and the Committee for State Revenues of the Ministry of Finance of the RK.

The launch of the pilot project aims to develop mechanisms for using navigation seals, increase the transparency of commodity turnover, accelerate control processes, and prepare market participants for the mandatory implementation of the transportation tracking system within the EAEU.
