Fines Imposed on 10 Candidates, Two Citizens, and One Legal Entity Representative for Violating Election Campaign Conditions

The Central Election Commission (CEC) held a meeting on November 29, during which cases of violations of election campaigning by candidates, individuals, and legal entities were discussed, resulting in the imposition of fines.

A working group monitoring campaign materials on social networks found that the Facebook page of the user "Bakir Uulu" contained photo materials with information about the candidate for district No. 7, Tursunbay Bakir uulu, which violates the rules of election campaigning. During this candidate's meeting with voters, instances of promoting religious hatred and the use of religious themes were identified, which contradicts electoral legislation.

According to information on the Facebook page of "Mahmud Abdubaliev," candidate for district No. 10, Bolotbek Dykankbaev, was also sanctioned. During meetings with voters, he made public promises regarding material values, which contradicts the law prohibiting the bribery of voters.

Candidate Baktyyar Kalpaev from district No. 2 was caught violating election campaigning rules by placing campaign banners on the support of a high-voltage power line, as shown by photo materials circulated via WhatsApp.
It was established that on the Facebook page of the user "Arapbai Toksobaev," candidate Altynbek Kudayberdiev (district No. 6) violated the rules by disseminating information related to his professional activities, which is also unacceptable.

A similar situation occurred with candidate Abdysatar Sadykov from district No. 2, who placed his campaign banners on the supports of high-voltage lines, which is a violation.

Candidate from district No. 5, Eldar Sulaymanov, was also noted for spreading materials that negatively relate to his competitor in the same district, which is a violation of electoral legislation.

A video showcasing the charitable activities of candidate Kanybek Sultanov from district No. 27 was published on the Instagram page "sultanov_kanybek_sultanovich," which is prohibited by law.

Candidates from districts No. 2, Begali Tolomushov, and No. 10, Gulbu Shaltakova, violated campaigning conditions by placing their banners on the supports of high-voltage power lines.

Candidate from district No. 24, Karybek uulu Ulukbek, was also caught violating the rules by placing campaign materials in areas with hazardous industries.

The working group proposed imposing a fine of 7,500 soms on all listed candidates in accordance with part 65 of the Code of Offenses.

The CEC received a statement from A. Yasirov, who pointed out violations of campaigning by citizen Arsa Kharsan during a meeting of candidate for district No. 18, Karima Khandzheza. During the investigation, it was established that Arsa Kharsan's speech contained elements of promoting national and religious hatred.

A complaint was also received by the CEC from a representative of candidate for district No. 30, Ulan Bakasov, claiming that citizen Jaz-Aim Aidekova was spreading defamatory information about the candidate. This information was confirmed by photo materials posted on the "Naryn Life" page on Facebook.

The working group found that the information published in the online publication "News.kg" violates the laws on election campaigning, as it includes images of state and political figures from other countries. The authorized representative of the candidate explained that a contract had been signed between them and "News.kg" for the placement of campaign materials.

The working group recommended imposing a fine of 12,500 soms on J. Aidekova for disseminating defamatory information and 7,500 soms each on Arsa Kharsan and Alimbek Kadyrov for violations of campaigning.

The CEC also reviewed a statement from candidate for district No. 19, Nurgül Useinova, claiming that the head of the Manas rural council was using administrative resources in favor of his own candidate. However, the facts were not confirmed, and the investigative authorities refused to initiate a criminal case.

During the working group meeting, both sides were heard, but the lack of evidence of violations led to the rejection of Nurgül Useinova's complaint.
