According to the press service of the Presidential Administration, this decree aims to implement a unified state policy in the field of land resource management and to organize land relations, as well as to complete the work on securing citizens' property rights to the properties covered by the land amnesty.
According to the decree, temporary legal regulation of land relations is introduced for a period of one year, based on the law "On the Regulation of Land Legal Relations." The work of the commissions on land amnesty, operating in city halls and local state administrations, will be suspended until March 1, 2026, regarding the properties specified in subparagraphs "b," "c," and "d" of paragraph 3 of Article 2 of the mentioned law.
The objects of the land amnesty are plots that fall into the group of chaotic development, which were formed before December 1, 2021, and on which individual residential houses, including unfinished ones, are located, provided that applications from citizens were submitted by July 1, 2025, inclusive. This corresponds to the Regulation on the Conduct of Land Amnesty, approved by the Cabinet of Ministers' resolution dated May 31, 2022, No. 291.
Additionally, the decree provides for the establishment of a State Commission that will deal with the legalization of plots that do not have buildings but also belong to chaotic development formed before December 1, 2021.
The State Commission is instructed to work together with the relevant state bodies to consider the issue of confiscating plots with illegally constructed or unfinished individual residential houses built after December 1, 2021, which do not belong to the group of chaotic development. In exchange for these plots, citizens will be provided with land plots for agricultural use or housing from the open joint-stock company "State Mortgage Company" on terms of shared participation.
The decree comes into force from the moment of its official publication.
