Sadyr Japarov Made Amendments to Presidential Decrees on Civil Service

The President of the Kyrgyz Republic, Sadyr Japarov, has signed a new decree regarding amendments to a number of existing decrees. This was reported by the press service of the head of state.
The document emphasizes that the purpose of the changes is to improve the work of the presidential administration, optimize the structure of state positions, and clarify the rules concerning state and municipal service.
The decree also amends the process of awarding, downgrading, and depriving civil and municipal servants of their ranks, as well as for officials holding political and special positions. In particular, the list of documents required for awarding ranks to advisors in state and municipal service of the 1st to 3rd classes has been updated, and the authorized body has been granted the right to request additional materials for evaluating candidates.
Furthermore, the changes pertain to terminology: the word "higher" has been removed from regulatory acts in the context of ranks, and the phrase "for the implementation of the Five-Year Action Plan for the Development of Mountain Regions" has been replaced with a more general term — "on the mountain agenda".
The data in the Register of State and Municipal Positions has also been updated, including new titles and changes in the list of certain positions in the presidential administration and the apparatus of the Jogorku Kenesh. This concerns deputies of department heads, sector leaders, experts, and state inspectors, as well as members of the National Council for the Development of Virtual Assets and Blockchain Technologies.
In addition, the decree updates previously adopted decisions related to the Five-Year Action Plan for the Development of Mountain Regions for 2023-2027. One of the points of the previous decree has lost its force, and the appendices have been revised. Similar changes are reflected in the documents concerning the work of the special representative of the president, who now officially operates within the framework of the "mountain agenda".
The structure and staffing of the presidential administration of the Kyrgyz Republic have also undergone changes, with some provisions removed from the decree on the activities of the special representative of the president for special assignments.
The head of the presidential administration has been instructed to implement measures aimed at executing this decree within two months, and the Presidential Affairs Office needs to resolve organizational and technical issues related to its implementation.
