According to the new decree, a thirteenth paragraph is added to paragraph 2, which states:
“– acts of state bodies that have legal significance;”.
This decree will come into effect one week after its official publication.

On measures to establish a Centralized Database of Legal Information of the Kyrgyz Republic

In order to create a state computer network and to form one of its key subsystems - a unified legal information system, as well as to ensure the effective functioning of a database in electronic format aimed at providing state authorities, legal entities, and citizens of the country with current information on normative legal acts of the Kyrgyz Republic, I decree:

By the Decree of the President of the KR dated March 7, 2025, UP No. 82, the text of the preamble has been amended in the state language.
To establish a Centralized Database of Legal Information in paper and electronic formats (hereinafter - CDBLI), using the normative legal acts of the Center for Legal Information of the Ministry of Justice of the Kyrgyz Republic.

By the Decree of the President of the KR dated March 7, 2025, UP No. 82, amendments have been made to the text of paragraph 1 in the state language.
To determine that the CDBLI should include:
- The Constitution of the Kyrgyz Republic;
- Constitutional laws of the Kyrgyz Republic;
- Codes of the Kyrgyz Republic;
- Laws of the Kyrgyz Republic;
- Decrees and orders of the President of the Kyrgyz Republic;
- Resolutions of the Jogorku Kenesh of the Kyrgyz Republic;
- Resolutions and orders of the Cabinet of Ministers of the Kyrgyz Republic, as well as orders of the Chairman of the Cabinet of Ministers and the Head of the Administration of the President of the Kyrgyz Republic;
- Resolutions of the National Bank of the Kyrgyz Republic;
- Resolutions of the Central Commission for Elections and Referendums of the Kyrgyz Republic;
- Resolutions of local representative bodies;
- Normative legal acts of state and local authorities authorized to issue normative legal acts in accordance with delegated legislative powers;
- International treaties to which the Kyrgyz Republic is a party;
- Decisions of the Constitutional Court of the Kyrgyz Republic.
At the same time, normative legal acts containing state secrets protected by law or other information with restricted access in accordance with the legislation of the Kyrgyz Republic shall not be included in the CDBLI.

The normative legal acts specified in paragraph 2 must be submitted to the CDBLI by the Administration of the President of the Kyrgyz Republic, the apparatus of the Jogorku Kenesh, the Constitutional Court, the Central Commission for Elections and Referendums, the National Bank, the Ministry of Foreign Affairs, as well as local self-government bodies no later than 7 working days from the date of their adoption in paper and electronic form.

Certified copies of international treaties shall be sent to the CDBLI by the Ministry of Foreign Affairs no later than 10 working days from the date of their transfer for safekeeping in the ministry in accordance with the legislation of the Kyrgyz Republic.
Electronic versions of such international treaties must be provided to the CDBLI by the relevant state bodies no later than 10 working days from the date of their safekeeping in the Ministry of Foreign Affairs.
The Ministry of Foreign Affairs is also obliged to inform the CDBLI about the entry into force of international treaties for the Kyrgyz Republic within 10 working days from the date of their effect (except in cases where the treaty comes into effect from the date of signing).
Certified copies and electronic forms of inter-agency international treaties must be sent to the CDBLI by the relevant state bodies within 10 working days from the date of signing, and information about the entry into force of such treaties must also be provided within the established timeframe.

The Ministry of Justice of the Kyrgyz Republic should determine the procedure for obtaining the aforementioned legal information in electronic form from state bodies and local self-government bodies.

The Government of the Kyrgyz Republic is instructed to resolve organizational, financial, and other issues arising in connection with this Decree.

By the Decree of the President of the KR dated March 7, 2025, UP No. 82, amendments have been made to the text of paragraph 6 in the state language.
Control over the implementation of this Decree is entrusted to the general department of the Administration of the President and the department of information support and telecommunications of the Office of the President of the Kyrgyz Republic.
