Kyrgyz. Born in the village of Kok-Dobo, Manas District, Talas Region.
Graduated from Samarkand Officer School (1953), KGU (1959), postgraduate studies at Lomonosov Moscow State University (Moscow, 1967).
Worked as a lecturer, senior lecturer, associate professor, head of department, dean, professor at KGU, judge of the Constitutional Court of the Kyrgyz Republic, and since 1997 - head of the Department of IPPKK at the J. Balasagyn Kyrgyz National University. Specialist in constitutional, civil, and arbitration proceedings.
Honorary Professor of Chui University. Awarded Honorary Certificates of the Kyrgyz Republic and medals of the USSR.
Honored Lawyer of the Kyrgyz Republic.
Published over 70 scientific works, including 6 monographs and 7 educational and methodological manuals.
