Prose writer and playwright K. Bektenov was born in the village of Dolinka in the Issyk-Kul district of the Issyk-Kul region in a peasant-poor family. Having lost his parents early, he worked as a laborer. He studied at a workers' faculty and graduated from GITIS named after A. V. Lunacharsky in Moscow in 1941. From 1949 to 1950, he was a student at the higher directing courses at the Tashkent Theatre Institute named after A. N. Ostrovsky.
During the Great Patriotic War, he was at the front and was demobilized from the ranks of the Soviet Army in 1945.
From 1928 to 1930, K. Bektenov worked in the Naryn regional committee of the Komsomol, then, until 1936, in the republican radio committee. From 1945 to 1946, he worked as an artist, and from 1952 to 1957, he was the director of the Kyrgyz Drama Theatre; from 1947 to 1949, he was the chief director of the Przhevalsk regional drama theatre, from 1950 to 1952, he was the head of the theatre department in the Department of Arts under the Council of Ministers of the Kyrgyz SSR, and from 1958 to 1962, he was the deputy head of the Main Department of Cinematography of the Ministry of Culture of the Kyrgyz SSR. From 1964 until the end of his life, he was the head of the literary department of the Toktogul Satylganov Kyrgyz State Philharmonic.
He began his literary activity in 1947. From 1947 to 1951, he created a number of plays: "Labor is the Foundation of Life," "Bright Path," and others. The most famous works of the writer include the novellas "Tabyldy Pudovkin," "Kuyruchuk," stories about the famous Kyrgyz playwright, satirist, and artist Raikan Shukurbekov titled "Raikandyn kulkusu" ("The Laughter of Raikan"), and the fairy tale "Topuluu torgoy" ("The Crested Lark"). All these works have been published in Russian as well. The writer translated A. A. Fadeev's novel "The Rout" and works by Chinese writers Mao Dun and Lu Xun into Kyrgyz.
He was awarded the title of Honored Artist of the Kyrgyz SSR (1970).
A member of the CPSU since 1940 and a member of the Union of Soviet Writers since 1951.
He was awarded the Order of the Badge of Honor and honorary diplomas from the Supreme Council of the Kyrgyz SSR.
He was elected a member of the First May District Committee of the Communist Party of Kyrgyzstan in Frunze.
