Жеңиш Отунчиев was born on October 23, 1943, in the village of Kyzyl-Tuu, located in the Jumgal district. In 1967, he completed his studies at Kyrgyz State University, after which he began his career in education, progressing from a teacher to the head of the city education department and a respected methodologist.
Throughout his professional life, he held various positions:
- physics teacher at the Moscow secondary school in Chayek (1967–1971);
- head of the methodical cabinet at the Naryn regional department of public education (1971–1973);
- head of the city education department of Naryn (1973–1979);
- deputy director of the Republican Institute for Advanced Teacher Training (1979–1981);
- head of the education department of the Alamudun district (1981–1985);
- senior lecturer and head of the methodical cabinet at the Republican Institute for Teacher Training (1986–1988);
- director of educational complex No. 69 in Bishkek (1988–1993);
- senior staff member of the government commission for the use of humanitarian aid (1993–1998);
- director of the innovation center at Kyrgyzpatent (1998–2003).
In 1989, he became a pioneer in implementing the educational model "kindergarten - school - university" in Kyrgyzstan based on educational complex No. 69, developed by the State Pedagogical University of Ukraine. This methodology showed impressive results in a short time.
Farewell ceremonies for Жеңиш Отунчиев began on November 27 in Bishkek.
