At the IV People's Kurultai, President Sadyr Japarov commented on the request of delegate Estebes Mamatov regarding the abolition of 12-year education in schools. The delegate expressed concerns that this leads to classrooms having 50 students each.

“The number of children in classes being 50 is not related to the transition to 12-year education. This is a problem caused by internal and external migration, especially in large cities such as Bishkek, Osh, and Manas. Moreover, many parents prefer certain schools, mainly choosing Russian educational institutions, believing that the education there is of higher quality,” the president noted.

He added that he has instructed to create conditions for qualified teachers to work in all schools.

“The situation with vacancies in education and medicine is due to low salaries. So the reason is not the 12-year education. The transition to a 12-year system will become a standard, and we will definitely reach it,” Japarov assured.

According to him, graduates who complete 12 grades will be able to enroll directly in the first year abroad. Currently, having a certificate of 11 grades, they first need to undergo a preparatory course abroad, effectively completing the 12th grade.

I speak from personal experience. In 2013, I moved to Europe with my family and spent four years there. My child completed 11 grades and received a certificate, after which we decided to apply to the University of Warsaw. We were told: “No, you cannot enroll directly; you need to complete a year under the 12-year program, and then you can apply for the first year.” I experienced this myself and understood the whole situation — otherwise, I wouldn’t have even known.

Therefore, when I came to power, I immediately instructed to start the transition to 12-year education,” Japarov shared.
