According to order No. 1185-t, this decision is aimed at attracting foreign investments into the country's economy and promoting the sustainable development of the ecological-economic system of the Issyk-Kul region.
The Plenipotentiary Representative of the President in the Issyk-Kul region of the Kyrgyz Republic is authorized to sign the agreement on behalf of the Cabinet of Ministers.
As reported by the Ministry of Justice of the Kyrgyz Republic, the LLC "Jyunxin Huanbao (Issyk-Kul)" was re-registered on January 12, 2026. The head of the company is Dai Daogo, and among the founders are the "Jyunxin Environmental Protection Corporation (Hong Kong) International Limited" and the limited liability company "Hunan Jyunxin Huanbao."
- On October 25, during a working trip to the Issyk-Kul region, the head of the Cabinet participated in the ceremonial laying of a capsule for the construction of a solid waste processing plant. He noted that the Chinese company "Hunan Jyunxin Huanbao," together with Kyrgyz partners, is implementing three projects for electricity production using technological waste processing in Bishkek, Osh, and the Issyk-Kul region. In the first phase, it is planned to build power plants in the Ak-Suu district and the city of Balykchy, which will be able to process up to 600 tons of waste per day. The total investment amount at this stage of the project is approximately 140 million dollars.
