Speaking before the participants of the event, the president noted that the authorities are actively working on improving the capital, enhancing its architecture, infrastructure, and environmental situation. In recent years, many parks, recreation areas, and bike paths have been built in Bishkek.
Japarov also drew attention to the problem of the landfill in the city, which has been operating since 1974 and has accumulated about 20 million tons of waste. Every day, between 1,200 and 1,500 tons of garbage are taken out of the capital, which negatively affects the ecology.



To address this issue, international methods of waste recycling and disposal were studied. In 2023, a delegation from Bishkek visited the Chinese city of Changsha to familiarize themselves with the experience of the company "Hunan Junxin," which specializes in the comprehensive processing of solid household waste. This led to the signing of an investment agreement with Junxin Huanbao Key Ji Invest LLC in 2024.
The president noted that the new plant in Bishkek has no analogs in Central Asia and has become the first enterprise to generate electricity from waste. He is confident that the implementation of this project will significantly improve the environmental situation in the capital and help provide electricity to the population.
The total investment in the project amounted to 95 million dollars, and 12 hectares of land were allocated for its implementation. All expenses were covered by the investor. Japarov also recalled the unsuccessful attempt to build a similar facility with the involvement of European funds in the past, noting that the current project is fully realized on private investments.
The construction of the plant took one and a half years, although it was initially planned for two. The concession period is 35 years, and within the framework of the project, it is planned to recycle up to 365 thousand tons of waste annually, with the power plant capacity being 30 MW. This will save up to 80 thousand tons of coal per year and reduce carbon dioxide emissions by approximately 100 thousand tons. In the first phase of operation, the plant will process up to 1,000 tons of waste per day with the possibility of increasing capacity.
The president added that in the future, similar plants are planned to be built in the cities of Osh, Balykchy, and Karakol, and negotiations are currently underway to conclude the relevant investment agreements.
In conclusion of his speech, Sadyr Japarov noted that the state will continue to support such initiatives for economic development, attracting investments, and addressing social and environmental issues. He also expressed gratitude to everyone who participated in the implementation of the project, including investors, for their contribution to improving the environmental situation in Bishkek.
Additionally, the president announced his intention to award the general director of Junxin Huanbao Key Ji Invest LLC, Dai Daogao, with the Order of the Kyrgyz Republic "Dostuk" for his contribution to the implementation of the project and the investment of 95 million US dollars.
