Sadyr Japarov opened the first Eco-Technology Plant for electricity production with waste recycling

In Bishkek, a solemn ceremony was held to open the Eco-Technology Plant designed for processing solid household waste into electricity.

Attending the event were President Sadyr Japarov, Deputy Chairman of the Cabinet of Ministers Bakyt Torobaev, Mayor of the capital Aibek Junushaliev, Director of the Chinese company "Hunan Junxin" Dai Daoguo, as well as the Ministers of Ecology and Energy — Meder Mashiev and Talaybek Ibraev, respectively, and other representatives of the city administration.

The construction of the plant was carried out by the Chinese company "Hunan Junxin" and began on March 29, 2024.

Sadyr Japarov noted that the landfill problem in Bishkek and waste disposal had remained unresolved for many years for various reasons.

“Today we can proudly say that this issue has been resolved, and we are opening a plant that will generate electricity by processing urban waste,” emphasized the president.

Since the commissioning of the Bishkek sanitary landfill in 1974, about 20 million tons of waste have accumulated there.

Every day, 1,200 to 1,500 tons of garbage are removed from the capital, which negatively impacts the environmental situation.

This problem has been raised for many years but has not found a solution, being passed from one administration to another.

To address this issue, an analysis of international experience in waste processing and disposal was conducted. In 2023, a delegation from the Bishkek city administration visited the Chinese city of Changsha, where they learned about the experience of the company "Hunan Junxin," which specializes in waste processing.

The company "Hunan Junxin" presented itself as a high-tech enterprise engaged in the comprehensive processing of solid household waste, wastewater treatment, and landfill leachate, as well as the implementation of investment and construction projects. As a result, in 2024, an investment agreement was signed with LLC "Junxin Huanbao Ke Ji Invest."

Sadyr Japarov expressed hope that the eco-technology plant being opened today will become the first of its kind in Central Asia, producing electricity through waste disposal. He noted that this will significantly improve the environmental situation in the capital and help provide the population with electricity.

The total investment in the project amounted to 95 million dollars, with 12 hectares allocated for the construction of the plant, and all costs fully covered by the investor. The construction was completed in 1.5 years instead of the planned two. The concession period is 35 years.

As part of the project, it is planned to process 365,000 tons of waste annually and build a condensing turbo-generator power plant with a capacity of 30 MW. This will save 80,000 tons of coal and reduce carbon dioxide emissions by 100,000 tons.

At the initial stage, the plant will process 1,000 tons of waste daily, with subsequent capacity increases.

Thus, this enterprise will simultaneously process waste and produce electricity, as well as create new jobs,” added Japarov.

Additionally, he announced plans to build similar waste disposal and electricity production plants in cities such as Osh, Balakchy, and Karakol, as part of efforts to conclude investment agreements with this company.

During the event, the president awarded the General Director of LLC "Junxin Huanbao Ke Ji Invest" Dai Dao the "Dostuk" Order for his contribution to solving the long-standing problem and improving the environmental situation in Bishkek, having invested 95 million dollars.
