Sadyr Japarov Launched a Waste Recycling Plant in Bishkek

Today, December 27, President Sadyr Japarov opened a new eco-technological plant for processing solid household waste in Bishkek, which will convert garbage into electricity.

The head of state reminded that the Bishkek solid waste landfill began operations in 1974 and has accumulated about 20 million tons of garbage over its entire period of operation.

The problem of waste disposal in Bishkek has existed for many years. Up to 1,500 tons of waste are removed daily, which significantly affects the environmental situation in the city. Despite numerous discussions, a systematic solution to the problem has not been found.

To find a solution to the problem, foreign practices were studied, including the experience of China. As a result of a delegation visit from the mayor's office to Changsha and familiarization with the activities of the company "Hunan Junxin," which is engaged in waste processing, a decision was made to cooperate.

In 2024, an Investment Agreement was signed between the Government of Kyrgyzstan and the company "Junxin Huanbao Key Ji Invest" to implement modern waste disposal technologies.

According to the president, the newly opened plant will be the first in Central Asia to use waste for electricity production.

He emphasized that the launch of the plant will significantly improve the environmental situation in the capital and provide the population with electricity. The investment volume in the project amounted to 95 million dollars, and 12 hectares of land were allocated for construction, with all funds provided by the investor.

The president noted that before 2020, there were attempts to start the construction of a similar plant with the involvement of 22 million euros from Europe, but 16 million of this amount were used improperly, which delayed the project.

According to the head of state, the remaining 6 million euros were returned to the investors, while the 16 million are currently being paid by the Bishkek mayor's office. He emphasized the need for control over the targeted use of funds.

The construction of the plant was completed in one and a half years, although the project was scheduled for two years. The concession period is 35 years, after which the plant will be transferred to state ownership.

The project is expected to process up to 365,000 tons of waste per year and build a condensation power plant with a capacity of 30 MW.

For comparison, this corresponds to a saving of about 80,000 tons of coal and a reduction of carbon dioxide emissions by 100,000 tons, the president noted.

At the initial stage, the plant will be able to process up to 1,000 tons of waste per day, with subsequent capacity increases.

Thus, the plant not only addresses the issue of waste processing but also ensures electricity generation and creates new jobs.

With the successful implementation of the project, the construction of similar plants is planned in the cities of Osh, Balakchy, and Karakol. Currently, negotiations are underway to conclude investment agreements with this company.

The state will continue to support such initiatives and attract investors for the sustainable development of the country, the president emphasized, thanking everyone who participated in solving the long-standing problem of the capital and the investors for supporting the project.

At the end of the event, the president awarded the General Director of "Junxin Huanbao Key Ji Invest," Dai Dao, with the Order of "Dostuk" for his contribution to the implementation of the project.

The president also familiarized himself with the full cycle of waste disposal at the plant, including the reception and unloading areas, the thermal processing section, and the central control point, where all processes are monitored, including compliance with environmental standards.

The plant is equipped with modern technologies and meets international environmental standards.

In addition, the president saw the line for processing slag and ash into building materials.

At the end of his meeting, the president spoke with local residents, who shared the problems they faced due to garbage and smoke. People expressed hope that the new plant would improve the environmental situation and become a long-awaited gift for the New Year.
