Kyrgyzstan and Kazakhstan Against the Expansion of the Customs Inspection Pilot in the EAEU

Kyrgyzstan and Kazakhstan expressed disagreement with Belarus's initiative to expand the pilot project concerning customs checks on clothing and footwear. The proposal includes a more detailed inspection that covers not only average prices and volumes but also characteristics, trademarks, manufacturers, and the country of origin of the goods. This was reported by "Kommersant".

Both countries rejected the proposal to extend the previously approved pilot project, which was initiated by the Eurasian Economic Commission board. They insist on the need for a preliminary judicial review of this issue within the union.

The resistance to advancing this project may be linked to the interests of the member countries that benefit from the release of goods through their customs authorities, especially considering that a large portion of imports ultimately enters the Russian market. This issue will be discussed at the highest level during the meeting of the Supreme Economic Council of the EAEU. At the same time, in the context of the union's slowdown in ensuring import transparency, Russia is likely to continue strengthening control at the national level, as indicated in the article.

According to the source, representatives of Kyrgyzstan and Kazakhstan emphasized the "necessity of obtaining an advisory opinion from the union's court" before making any decisions regarding the identification of risk areas.

In the context of a challenging financial situation and intense competition from inexpensive gray imports, efforts to improve mechanisms for controlling payments by importers are likely to continue and be strengthened through inter-agency cooperation, as noted in the publication.
