Export, Taxes, and Government Support: Results of 2025 for the Agricultural Producers Association of the Kyrgyz Republic

In 2025, the Association for the Development of the Agro-Industrial Complex of the Kyrgyz Republic focused its efforts on implementing practical solutions aimed at supporting exports, reducing administrative barriers, and developing the agricultural sector, according to the organization's final report.

By the end of the year, the Association united 222 farms and companies representing all regions of the country.
These enterprises provide over 50,000 jobs and generate more than 5 billion soms in tax revenues.
One of the significant achievements was the introduction of a new Water Code, which abolished mandatory licensing for the use of groundwater in agriculture. This innovation significantly simplified the work of farmers and processing enterprises and contributed to the expansion of investment projects in the regions.

Throughout 2025, the association also made changes to tax policy. As a result, the sales tax for the agricultural sector was reduced from 4% to 2%, and the VAT on domestic agricultural products was reduced by 80% at retail points. Additionally, the excise burden on certain types of non-alcoholic beverages was reduced, and no excise taxes were introduced on natural juices.

To support exports in 2025, a supervisory warehouse was opened in China, which simplified veterinary and phytosanitary control and reduced logistics costs for exporters. Furthermore, 250 million soms were allocated to subsidize logistics expenses, including costs for exporting agricultural and processed products.

In 2025, Kyrgyz companies began to explore new export directions: pumpkin seeds were shipped to Japan and China, and day-old broiler chicks were exported to Tajikistan for the first time. Additionally, natural juices and butter found buyers in Mongolia.

The association actively participated in the launch and modernization of processing and infrastructure projects in the Chui, Jalal-Abad, Osh, Naryn, and Issyk-Kul regions, as well as in the implementation of the regional initiative "Agro-Kerben Naryn".

More than 150 members of the association participated in international exhibitions, forums, and business trips covering a geography from China to the EU countries, UAE, Kazakhstan, Russia, and several states in Central and South Asia.

In 2025, for the first time in the country’s history, six member companies of the association were awarded the title of "Honored Entrepreneur of the Kyrgyz Republic". Furthermore, the national drinks "Shoro" were included in the UNESCO list of intangible cultural heritage.

Rustam Baltabaev, acting director of the association, noted that 2025 became a time for concrete decisions and the launch of effective mechanisms to support agribusiness and exports.
