He reminded that the patent system for the garment industry was in effect from 2003 to 2023, resulting in the registration of 9,800 workshops and individual entrepreneurs in the textile sector. At the same time, since the beginning of 2023, 23,000 individual entrepreneurs have registered on the Wildberries platform, and 7,000 on Ozon.
“Where did the others go? Right, they are working in the shadow economy. They need to be brought out of the shadows,” emphasized Kerimbek uulu.
He also noted that previously entrepreneurs paid for a patent from 1,500 to 3,000 soms, while now a unified tax system is in place.
“Now there are two regimes: for wholesale and retail trade, the tax is 2% of turnover, and for producers, it is only 0.25%. This is certainly good, but there are also negative aspects: sales are limited, and all products are exported to Russia. If in 2023 online trade accounted for 63% of the market, now this figure has risen to 92%. Marketplaces are pushing out offline trade. The closure of the border with Russia on September 15 led to a limitation of sales, and logistics became significantly more expensive: cargo prices increased from 50 to 200 soms. There are no Kyrgyz goods in the "Sadovy" and "Lyublano" stores; they have all gone online,” he added.
Kerimbek uulu also reported that in 2023 he witnessed a meeting between Tatyana Bakalchuk and former Prime Minister Akylbek Japarov in Kyrgyzstan.
“At that time, she requested land for the construction of a logistics center. Our side responded: 'Okay.' But soon she went to Uzbekistan, where agreements were quickly concluded, and now a distribution center covering 100,000 square meters is being built near Tashkent, which will be launched this year. While we were inactive, Uzbekistan took advantage of the situation. However, they are not part of the Customs Union, unlike us, and we still have a chance.
In Russia, stagnation is expected in 2026-2027: inflation will rise, wages will remain at the same level, and purchasing power will decline. This will also affect us; the number of orders and transfers will decrease. Therefore, this problem needs to be approached comprehensively,” Kerimbek uulu addressed the deputies.
