Atabekova strongly recommends tightening penalties for the use of foreign labor if they work without the necessary documents or in violation of migration legislation.She noted: "Although enterprises have the opportunity to legally attract labor, many of them have started to poach foreigners who are already working at other companies. This creates conditions for price dumping, contributes to the development of the gray economy, and consequently leads to the loss of skilled workers. It is necessary to amend the current legislation. A fine of 650 calculation indicators (65,000 soms) for legal entities for poaching workers and using illegal labor is not a serious measure. Such enterprises can continue to violate the law, keeping their employees in fear. In Russia, for example, fines for legal entities can reach 1 million rubles for each illegally attracted worker, and there is also the possibility of suspending activities for up to 90 days. Increasing fines here could help solve the problem," she added.
