According to the information from the ministry, foreign specialists are attracted exclusively within the framework of current legislation and in accordance with the actual needs of the economy. This is a temporary measure aimed at implementing investment and infrastructure projects that require specific skills and experience.
The ministry also noted that a key principle is to prevent the displacement of Kyrgyz citizens from the labor market. "All stages—from quotas and permits to the conditions of stay for foreign citizens—are under the control of the relevant state authorities, and violations of labor and migration legislation are strictly suppressed. The attraction of foreign labor is carried out in cooperation with other state bodies, with special attention paid to the transparency of processes, adherence to labor rights, and the gradual increase in the share of local workers in projects," the Ministry of Labor stated.
