Kambaratin Hydroelectric Power Plant-1: nine donors ready to invest $2.5 billion in the project

The construction of Kambaratin HPP-1 with a design capacity of 1,860 megawatts has entered an active implementation phase. This project, which holds strategic significance for Central Asia, has demonstrated notable successes in engineering solutions and attracting investments by 2025, as noted at the meeting of the Ministry of Energy's board.

Funding and Expertise


Last year, a competition was held to update the feasibility study (FS) developed in 2014. Currently, experts have determined the type of dam that will be used at the station.

The World Bank continues to actively support the project, increasing the previously allocated $5 million by an additional $13.6 million. There is also consideration for allocating $1.5 billion for the main construction works.

Nine international donors have expressed interest in the project, ready to invest about $2.5 billion.

The development of the environmental and social impact assessment (ESIA) has been completed, for which the World Bank allocated $18.6 million.

International Cooperation


On September 30, 2025, the draft intergovernmental agreement was sent to the ministries of energy of Kazakhstan and Uzbekistan. The parties exchanged proposals and comments, while the interagency working group of the Kyrgyz Republic is preparing for the final assessments.

Progress of Construction Works


A significant volume of preparatory work was completed at the HPP construction site last year:

1. The construction of a concrete road (8.6 kilometers) from the Bishkek - Osh highway to notch No. 2 has been fully completed. On the next section, 4 out of 4.7 kilometers have been laid (85 percent readiness).

2. Drilling and concrete works in the transport tunnel TT-2, 126 meters long, have been completed, and the facility is undergoing acceptance. Four concrete bridge supports over 180 meters long have been built on the right bank of the Naryn River (overall readiness — 50-60 percent).

3. The installation of the 110-kilovolt overhead power line, 11.5 kilometers long, has been completed, with 25 supports installed.

4. The shift camp for 100 people, including an administrative building, dormitory, and cafeteria, is 60-70 percent ready.

5. The concrete road for the operational phase in tunnel TT-2, 1.387 kilometers long, has been fully completed. Internal structural works are ongoing (overall readiness — 55-60 percent).
