Social contract is not a way out of poverty — Kamila Talieva

According to the deputy, most rural recipients of contracts face financial difficulties and bankruptcy.



At a recent meeting of the Jogorku Kenesh, Kamila Talieva addressed the government with a proposal to reconsider programs aimed at combating poverty, especially the social contract.


She noted that in rural areas, many contract recipients are unable to develop their businesses and ultimately end up in a state of bankruptcy. According to her, statistics show that in 2024, the poverty rate decreased by only 3-4%, which is a minor achievement against the backdrop of the high poverty level in the country.


Talieva also inquired about the opinion of Deputy Finance Minister Nurbek Akzholov regarding this program. He reported that since 2022, about 15,000 social contracts have been concluded, which contributed to a 30% reduction in unemployment. In 2025, the amount allocated for social contracts was increased to 150,000 soms, and for 2026, 1.4 billion soms is planned.


“I am interested in your opinion on the social contract. How effective is this tool in combating poverty? Talk to people in the villages, and you will hear what they think about social contracts. I will also share my opinion: this contract will not be able to lift people out of poverty. I am not an economist, but having experience in the social sphere, I can assert this,” the deputy added.
