The increase in electricity production was due to the introduction of new capacities, which was a response to the growing needs of both the population and enterprises.
In September of this year, Energy Minister Talaybek Ibraev stated that the upcoming winter would be the most challenging for Kyrgyzstan. In this regard, the authorities began active measures to conserve electricity.
By mid-November 2025, the government had implemented the following measures:
- the use of outdoor lighting in government and administrative institutions in the evening is prohibited;
- electricity consumption in schools is limited after 18:00;
- a new electricity consumption limit for the population has been set — up to 3 kW, forcing residents to choose what to turn on: a washing machine or a kettle;
- the operation of mining farms has been suspended until the end of March 2026;
- the Bishkek city hall announced that all electrical appliances in cafes, restaurants, and nightclubs, especially high-energy ones, must be turned off after 22:00, although this requirement was later softened;
- the president issued a directive to reduce the volume of electricity imports.
