The Council of the Eurasian Economic Commission (EEC) has implemented new rules that simplify the process of confirming the origin of goods for importers, the organization's press service reports. This update is aimed at adapting existing norms to the modern conditions of foreign trade.

The main change is that it is now possible to confirm the non-preferential origin of goods using certificates that were originally intended for obtaining tariff preferences. This innovation allows the use of a "preferential" certificate if it was issued taking into account the criteria confirming the necessary depth of processing of goods in accordance with the non-preferential rules of the Union. As a result, the volume of documentation required for customs clearance of a number of goods imported into the EAEU is significantly reduced.

The EEC Minister for Trade, Andrey Slepnev, noted that this decision will simplify the customs clearance process and reduce the number of documents required for import operations involving goods from countries with which the Union has free trade agreements. "It is important that the new version of the rules minimizes the difficulties associated with confirming the non-preferential origin of goods imported into the EAEU," he added.

Furthermore, the new version of the non-preferential rules allows for the use of certificates in which any EAEU state or the Union itself can be indicated as the country of destination, regardless of which of the five countries the final recipient is located in. This will significantly simplify the process of processing goods, especially if the consignee has changed during transportation.
