
The EEC Council has implemented new, stricter phytosanitary control rules to combat gray schemes in trade. The amendments to the relevant EAEU Regulation now provide for temporary sanctions for indicating invalid recipients of goods in documentation.
The main goal of these innovations is to curb instances where phytosanitary certificates list companies that do not actually receive the products. If the controlling authorities of the destination country identify a discrepancy between the actual and declared recipient, they will immediately notify the exporting country. In cases of repeated violations, the exporter will face serious consequences, as the authorized body of the exporting country will be obliged to suspend the issuance of new phytosanitary certificates for recipients from that state for up to two months.
The Ministry of Agriculture emphasizes that these measures are aimed at cleaning the market of unscrupulous participants and creating the most transparent conditions for the movement of quarantine products within the Union. The EEC hopes that the two-month ban on the issuance of documents will become an effective tool against the use of fictitious companies and significantly increase the level of biological and food safety throughout the EAEU.
