The EAEU Tightens Phytosanitary Control Due to the Use of Fake Documents

The Council of the Eurasian Economic Commission has decided to amend the phytosanitary control rules in effect in the EAEU.

According to information from the Ministry of Water Resources, Agriculture, and Processing Industry of the Kyrgyz Republic, the new measures concern situations where the recipient of quarantine products specified in phytosanitary certificates does not actually accept the goods.

The changes affect point 3.2 of the quarantine phytosanitary control rules that have been in effect since 2010. Now, if the authorized bodies of the destination country identify a discrepancy between the recipient indicated in the documents and the actual person, they will send a notification to the exporting country.

In the case of repeated violations, a second notification will be issued, and the authority responsible in the exporting country will be able to refuse the issuance of the next phytosanitary certificate for recipients from that destination country. Such restrictions will be in effect for 60 calendar days.

These measures aim to combat the use of counterfeit documents and to strengthen control over the movement of quarantine products within the Union.
