New Online Shopping Rules in the EAEU Countries Will Come into Effect on July 1, 2026

The Council of the Eurasian Economic Commission (EEC) has approved new conditions for the import of goods purchased by individuals on foreign marketplaces. According to the official website of the EEC, these rules will come into effect on July 1, 2026.

According to the new regulations, the threshold for duty-free import of goods is set at 200 euros, and this limit may be revised in the future. If the purchase amount exceeds this threshold, a customs duty of 5% of the purchase value will be applied, in addition to the established VAT rates at the national level. However, the minimum rate will be no less than one euro per kilogram. Special customs duty rates have been introduced for certain categories of goods, such as cars.

A list of goods that are subject to mandatory declaration without simplifications related to the use of a specialized electronic commerce declaration has also been approved. This list includes goods not classified as personal use under current Union legislation, such as tanning beds and slot machines, as well as goods subject to special import/export procedures, such as weapons, hazardous waste, and alcoholic products.

The Minister of Trade of the EEC, Andrey Slepnev, noted that the adopted package of decisions completes the formation of the necessary legal framework for implementing amendments to the EAEU Customs Code, which were agreed upon by the heads of state in December 2023 and pertain to electronic commerce.

Thus, the new rules are scheduled to come into effect on July 1, 2026.
