Essence of the Proposal
The authors of the document emphasize that unmanaged parking in urban areas leads to an increase in the flow of vehicles, which in turn exceeds the capacity of the road network and creates traffic jams in the city center.In accordance with international experience, it is proposed to implement hourly payment for the use of municipal parking spaces.
Additionally, the establishment of fees for paid parking may alleviate the shortage of spaces in the city center and encourage drivers to use parking areas more rationally and seek alternative means of transportation.
The city will be divided into several zones with different parking rates.
Zone 1 (Central Streets)Parking within the streets of Bokonbaeva, Ibraimova, M. Frunze, and the Young Guard Avenue, as well as on streets adjacent to markets and shopping centers, will cost 50 soms.
Zone 2Parking in the area bounded by the streets of Akhunbaeva, Jibek Jolu Avenue, T. Aitmatov Street, and Fuchika Street (excluding Zone 1) will cost 40 soms.
Zone 3The remaining streets of Bishkek that do not fall into Zones 1 and 2.
Goals of the New Approach
"The introduction of fees will provide financial resources to improve the quality of parking services and expand their network in the city," the justification for the new tariff resolution states.It is also emphasized that the implementation of an automated payment collection system in municipal parking lots will reduce the number of vehicles left for extended periods in high-demand areas, ensure transparency in the operation of paid parking, and increase local budget revenues.
