In Russia, the largest marketplaces are being checked

Since the beginning of December 2022, the Federal Labor and Employment Service of Russia has begun extensive inspections of the largest marketplaces, such as Wildberries, Ozon, and "Yandex Market." This directive was issued by Deputy Prime Minister Tatyana Golikova on December 10, 2025. The document was reviewed by the editorial team of "Kommersant," and its authenticity was confirmed by the Rostrud service.

Inspectors conducted preventive visits to the warehouses of these companies from December 15 to February 17 to identify unregistered employees who are actually working for hire. The results of the inspections were to be presented to the government by March 2.

Rostrud emphasized that such activities are planned and carried out regularly. Marketplaces also report having a constructive dialogue with regulatory authorities. Experts note that most office workers are employed under contracts, while employees at pickup points (PVP) are usually registered through partner companies. Warehouse staff typically work under civil law contracts with piece-rate pay. This particular group of workers raises special concerns from supervisory authorities.

At the same time, tax services have intensified inspections of services that make payments to self-employed individuals, as well as the PVPs themselves, suspecting their owners of tax evasion and avoidance of insurance contributions. The Federal Tax Service is analyzing the compliance of employee numbers with the specific nature of the work at these points, which, according to estimates, require at least two permanent workers for a 12-hour workday.
