In Russia, medical professionals will be able to work without mandatory accreditation

From January 1, 2026, until January 1, 2027, these rules will replace the previous ones, as reported on the official regulatory acts portal.

Exceptions regarding mandatory accreditation are introduced in the context of addressing personnel issues in two main situations: during the elimination of the consequences of emergencies and to support medical professionals whose certificates have expired.

1. Work in Emergency Situations

In the event of an emergency declared at the federal, interregional, or regional level, medical professionals may be engaged in work in operating rooms or as anesthetists without the required accreditation, provided that a number of conditions are met:

For medical university students (from the 5th year) and doctors:

It is necessary to complete a special short-term training program (at least 72 hours, of which 36 are practical) to acquire the necessary skills.

The work must be conducted under the supervision of a senior operating nurse or senior medical brother.

For mid-level medical personnel (e.g., midwives, nurses):

At least one year of work experience in relevant positions (e.g., in a dressing room, procedure room, or as a ward nurse).

A short-term training program (72 hours with practice) is also required.

The work is also carried out under the supervision of senior staff.

2. Simplified Conditions for Active Specialists

Medical professionals and pharmacists who actively worked in 2025 can take advantage of a simplified transition procedure.

Condition: their specialist certificates (documents upon completion of residency) must expire between January 1 and December 31, 2025.

This will allow them to continue their activities without the need for urgent re-accreditation until the end of 2026.

3. Conditions for Specialists with Non-Medical Education

Special conditions are outlined for workers with education in other fields (e.g., biologists, chemists) who hold medical positions relevant to their profile.

The conditions include:

Having a diploma in the relevant specialty.

Compliance of education with the established qualification requirements for the position held.

It should be noted that the order of the Ministry of Health is a temporary measure aimed at easing the transition to the new accreditation system and ensuring the mobilization of personnel in emergencies. All specialists permitted to work under the new rules will be under strict supervision of the heads of medical institutions.

Foreign medical professionals in Russia will also be able to work temporarily without accreditation.
