The Story of a Retired Colonel: The Mysterious Death of the Chief Accountant of the Issyk-Kul Shipping Company

In 2021, Kyrgyzstan marked the centenary of the establishment of the criminal investigation department. In connection with this important date, the Department of Internal Affairs of the Issyk-Kul region prepared a series of materials dedicated to the history of the formation of criminal investigation in the region. Emil Saliev, a retired police colonel, was born into the family of a career officer. His father, Bolot Saliev, held leadership positions in the KGB of the USSR for a long time. Initially, Emil planned to become a teacher and graduated from the Przhevalsk Pedagogical Institute (now the Issyk-Kul State University named after Kasym Tynystanov). However, fate and his father's influence led him to the police force. In 1985, at the age of 24, he began his career, rising from a junior investigator to the head of the Department of Internal Affairs of the Issyk-Kul region over 31 years of service, during which he solved numerous serious crimes.

In 1999, while serving as the deputy head of the Internal Affairs Department of the city of Balykchy for operational work, E. Saliev received a report about the disappearance of a 42-year-old chief accountant of the joint-stock company "Issyk-Kul Shipping Company," D. Aigul. Her disappearance was unusual: she was known for her punctuality and responsibility. That same evening, the woman's body was found in a sewer manhole near an apartment building. The forensic expert confirmed that the cause of death was asphyxiation. Relatives identified her.

The next day, the operational group began interviewing neighbors, but none of them noticed anything suspicious. Therefore, it was decided to investigate the office of the murdered woman. During the examination, records with numbers on a flip calendar caught the investigators' attention. On the date "June 14," the numbers "36 or 47" were written down, which led the operatives to think that these were apartment numbers. A resident of apartment 36 recalled that a stranger resembling D. Aigul had visited her a few days earlier asking about someone named Zamira. Interestingly, apartment number 47 belonged to O. Z., the cashier of the shipping company, and it was her that the murdered woman was looking for.

The situation worsened when it became known that before D. Aigul's disappearance, an audit had been conducted in the company, revealing a shortfall of 1800 soms, for which O. Z. was responsible. The cashier denied having seen D. Aigul in the last hours of her life, claiming she was at work, but upon checking her alibi, it was found that no one had seen her during the specified time periods. After a lengthy interrogation, the cashier admitted that she did not intend to kill D. Aigul.

Emil Saliev worked on this case together with the head of the criminal investigation department, A. Shamenov. According to Shamenov, on June 14 at 16:25, she called D. Aigul, inviting her to the "apartment" to discuss the issue of compensation for damages. When D. Aigul arrived, a conflict arose between them over money. As a result, O. Z. strangled the chief accountant and then returned to work as if nothing had happened.
