All the Chiefs of the Kochkor District Police Department Over 100 Years: Who Are They?

In 2025, the Kyrgyz police will celebrate its 101st anniversary.

The Karakyrgyz Autonomous Region was established on October 14, 1924, within the RSFSR.

According to archival data collected by a Turmush correspondent, at that time, government authorities were formed. The first chief of police of the Karakyrgyz Autonomous Region, appointed on November 1, was Arkadiy Pavlovich Arumov, while Imash Kebekov headed the criminal investigation department. This marked the beginning of the history of the Kyrgyz police.

Since then, every year on November 1, the employees of the internal affairs of Kyrgyzstan celebrate their professional holiday – Police Day.

“With the establishment of Soviet power, the police began to work actively: squads were created in the cities of Pishpek, Osh, Naryn, and Tokmok. The policemen were then called 'shaardin korgoochulary' (defenders of the city), 'eldik militsiya' (people's militia), and 'el sakchylary' (people's guards). They assisted the authorities in the fight against the bai-manaps and basmachi. In Kochkor, in 1920, a workers' and peasants' militia was formed with 62 members. At that time, Kochkor belonged to the Issyk-Kul district and was called the Zagorny district,” the message states.
The first head of the district police was Tilekmat Kenzhetaev, a native of the village of Osoviakhim, born in 1887. His deputy was Semen Nikolaevich Vanuskas, who held this position until 1925.

In 1925, the new head of the police in the Zagorny district became Dmitriy Bondarenko; his deputies were Kerim Medetov and Satyndy Tokoev, while Mikhail Solobodnik headed the criminal investigation department.

From 1926 to 1928, the head of the police in the Zagorny district was Toymatov Botaly Rustemovich, and his deputy was Sary Baigaziev. During this time, the district became part of the Naryn canton.

From 1928 to 1930, the head of the police in the Zagorny district was S. Tilekmatov, and his deputy was Mukambet Kerimov.

In 1930, the Naryn canton was disbanded, and in its place, three districts were formed: Stalinsky (Kochkor and Jumgal), Suusamyrsky, and Tonsky.

From 1930 to 1936, the head of the internal affairs department of the Stalinsky district was Syrdybay Karbashov, who held this position for six years. Later, the Jumgal district became independent and got its own chief of the district internal affairs department.

In 1936, the Stalinsky district was renamed to Kochkor, and Niyazaly Tokoev was appointed as the head of the internal affairs department, who later became a police colonel and held a position in the central apparatus of the Ministry of Internal Affairs.

Then, the head of the Kochkor district internal affairs department became police major Akhmedzhan Nizamov.
