According to the Internal Affairs Department of the Batken region, the recording was created by unknown individuals with the intent to misinform, through editing and distortion of the audio trace.
The police reported that the video and audio materials, which were circulated in WhatsApp groups and concerned the elections in electoral district No. 2, were recorded in the electronic log of the Internal Affairs Department of the Batken district. Following this, investigative measures were initiated.
During the preliminary check, orders were issued to identify the individuals distributing the materials. The results of the check showed that the voices on the audio recording were artificially created and do not belong to real people.
However, conducting a technical examination for the final verification of the audio recording forgery proved impossible.
The Internal Affairs Department notified that the content of the recording could cause moral harm and affect the honor and dignity of citizens. However, such cases fall under private prosecution and can only be considered in court at the initiative of the victims.
In this regard, on November 26, 2025, a decision was made to refuse to initiate a criminal case in accordance with paragraph 2 of part 1 of Article 27 of the Criminal Procedure Code of the KR.
The Prosecutor's Office of the Batken district, having reviewed the materials of the check, confirmed the legality of the decision made.
