Farida Bakeeva, an economist at the CМ with over 30 years of experience, explained that tension in the team arose three years ago when accountant S.K. joined the staff. "Since then, dubious documents began to arrive at the CМ from the MREO GAI [inter-district registration and examination department of the traffic police - now the state center for vehicle and driver registration]. These certificates did not bear the signature of the manager but had the stamp 'IP K.K.', which belongs to S.K.'s mother. We suspect that instead of official stamps, counterfeit ones were used, and the certificates themselves may have been sold for money," Bakeeva clarified.
Medical workers also noted that a criminal case regarding document forgery was initiated in November 2024; however, it was closed several times.
Furthermore, as the CМ employees claim, more than 50 counterfeit certificates with the same stamps were found in the laboratory assistant's office. "These documents reflected a 'parallel accounting' of income distribution. We were particularly alarmed by the case when a counterfeit certificate was issued to a person with a mental disorder," they added.

Employees assert that the accountant, seeking to cover up her violations, filed numerous complaints against her colleagues, resulting in the institution being under constant inspections for the past two years. Despite the inspections not revealing any violations on the part of the management, the Ministry of Health recommends dismissing the director Nurgul Mombekova, the head of the HR department, the chief accountant, the economist, and the head nurse. "Today, an order was issued for the dismissal of our director. We consider this extremely unfair. She has just begun to improve the work and conducted repairs. The entire team of 85 employees is suffering due to the actions of one person, who has already written a collective statement about the impossibility of working with the accountant," the doctors state.
Medical professionals express concerns that the departure of key financial specialists may lead to delays in salary payments, and finding new employees with low salaries in Talas will be quite problematic.
The CМ team calls on the Ministry of Health to reconsider its decision and take into account the opinion of the majority, rather than relying on the complaints of one person. "If the director and accountants leave, then the accountant should also be dismissed," the medical workers add.
