Legal disputes over land plots, the owners of houses on which were named as relatives of the former Deputy Head of the Gas Transmission System and the former Speaker of the Verkhovna Rada, have reached the Supreme Court.

The Supreme Court is currently reviewing materials related to the return of land plots that previously belonged to the children's creative center "Kelechek" in Osh. These plots were privatized, and their fate is now being decided in court.

According to information provided by the Osh city administration, one of the plots located at S. Supanaliev Street, 13, was originally listed as part of the territory of the "Kelechek" center. The court proceedings also mention a residential building at the same address, which belongs to relatives of Rayim Matraimov, the former deputy chairman of the Customs Service.

The neighboring plot at S. Supanaliev Street, 15, as indicated by local administration representatives, belongs to Akhmatbek Keldibekov, the former speaker of the Jogorku Kenesh. The city administration noted that they currently do not have accurate information on the progress of the court proceedings regarding this property.

In 2024, the municipal property management of the city of Osh sent a request to law enforcement agencies asking for the return of land plots at the addresses: S. Supanaliev Street, 13, 15, and 17. After these lands were privatized, the children's center lost about 40% of its territory.

Additionally, the owner of the multi-story building at S. Supanaliev Street, 17, previously transferred it to the local administration's balance. This building now houses the Osh education department.

It is reported that this building, which was previously used as a hotel, is in close proximity to the homes of Matraimov and Keldibekov.

The story surrounding this property began on April 10, 2002, when the city administration issued a decree for the registration of property rights for a land plot of 1,468 square meters to a citizen named S.Zh. This plot included a building of 360 square meters located on Karl Marx Street, near the center.

The state act for this plot was issued on March 10, 2004. On March 30 of the same year, S.Zh. sold the property at S. Supanaliev Street, 17, to a citizen named S.S. for 600,000 soms. The property rights were registered under S.S. on July 26, 2004.

Subsequently, on January 17, 2013, the property was formalized as an inheritance to a citizen named S.M.M., who then sold it to a citizen named Zh.M. on July 13, 2016, for 19 million 488 thousand soms.

The municipal property management of Osh previously reported that work is underway to return plots that were incorrectly transferred to private hands. In particular, the city administration sent letters to the prosecutor's office and the State Committee for National Security requesting the restoration of the former boundaries of the land plots that previously belonged to the "Kelechek" children's center.

The head of the management, Pirmatov, noted that the area of the center was significantly reduced initially. Work has also been carried out to dismantle illegal constructions on municipal land.

On one side of the alley is the house of the Matraimov family, and on the other is the children's center, which has had illegal access for about 10 years, as reported by the city administration.
