
“As for this 20-point document, it is currently a bilateral agreement between Ukraine and the USA. A separate document will be signed with Russia, also involving the USA. This structure is currently being discussed, although negotiations are ongoing,” he added.
Discussing Europe’s involvement in this process, Sibiga emphasized that European states are also engaged in negotiations regarding security guarantees.
“There will be no American troops in Ukraine. However, some European partners confirm the presence of their contingents. But this is only possible with American support,” the minister noted.
He also highlighted that for the first time in this context, the term “security guarantees” is being used, rather than softer formulations such as “assurances.”
