At a meeting with representatives of the media, as reported by “Strana.ua,” Zelensky shared details of the proposed peace plan, which consists of a number of conditions.
Here are the key points included in the plan:
Confirmation of Ukraine's sovereignty.
A non-aggression agreement between Russia and Ukraine, as well as the establishment of a monitoring mechanism along the line of contact.
Security guarantees for Ukraine.
The creation of an army of 800,000 personnel in peacetime.
Security guarantees from the USA, NATO, and Europe, similar to Article 5 of the North Atlantic Alliance, including a military response to a potential Russian invasion and the restoration of sanctions.
Russia's commitment to enshrine the non-aggression policy in legislation regarding Ukraine and Europe.
Setting a timeline for Ukraine's accession to the EU, with a desire to fix a date.
The creation of a global development package for Ukraine, which will be detailed in a separate investment agreement.
The formation of several funds for reconstruction, aiming to attract $800 billion.
Accelerating the signing of a free trade agreement with the USA.
Ensuring Ukraine's non-nuclear status.
Defining the status of the Zaporizhzhia Nuclear Power Plant.
Implementing educational programs in schools of both countries to promote understanding of cultures and overcome racism and bias.
Defining the status of the occupied territories.
Obligations of both parties not to change agreements by force.
Allowing Russia not to obstruct Ukraine's use of the Dnipro River and the Black Sea for commercial purposes, with the demilitarization of the Kinburn Spit.
Exchange of prisoners on the principle of “all for all,” as well as the return of civilians, children, and political prisoners.
Holding elections in Ukraine immediately after signing the agreement.
The legal binding of the agreement, with compliance monitored by a Council of Peace under the leadership of Donald Trump.
Immediate ceasefire after the parties agree on the document.
However, according to the president, a compromise could not be reached on some points:
- Zaporizhzhia NPP. The US proposal includes joint management of the plant between Ukraine, the USA, and Russia, with dividends distributed equally (33% for each party), where America will be the main managing party. At the same time, Ukraine proposes 50% joint management with the USA and demands the demilitarization of the ZNPP, Enerhodar, and the Kakhovka Hydroelectric Power Plant.
- Territories. This is the most complex issue. According to one proposal, Russia must withdraw from Dnipropetrovsk, Mykolaiv, Sumy, and Kharkiv regions, leaving current positions in Donetsk, Luhansk, Zaporizhzhia, and Kherson regions. Moscow insists on Ukraine's withdrawal from the Donetsk region, while the USA proposes creating a free economic zone. If the formula “we stand where we stand” cannot be agreed upon, the free economic zone may only be introduced through a referendum.
In addition to the main plan, additional documents are being discussed regarding:
- a trilateral security agreement between Ukraine, the USA, and Europe;
- a bilateral security agreement from the USA for Ukraine;
- a roadmap for Ukraine's prosperity, developed jointly with the USA, covering the country's recovery and economic development until 2040.
