According to information from the prosecutor's office, in 2025, the service purchased frozen fish at prices significantly exceeding market rates, resulting in a loss to the state of 15.9 million soms.
Representatives of the GSIN noted that the organization regularly conducts tenders for the supply of food products, open to all companies that meet the requirements of the legislation of the Kyrgyz Republic "On State Procurement".
In 2025, three companies — "Promaster KZh", "Akuel" and "Ruskapital" — submitted applications to supply fish for the convicted. However, after "Ruskapital" appealed to the state procurement department, "Promaster KZh" was excluded from the list of candidates, and the contract was awarded to "Akuel".
Nevertheless, during the inspection, it was found that the price of the fish was inflated. In October 2025, the chairman of the GSIN ordered an internal investigation, which revealed a loss of 15 million 900 thousand soms. After that, the chairman instructed the Main Department of Internal Investigations to conduct an additional investigation, during which the necessary materials were collected,” the official response states.
The collected materials were sent to the prosecutor's office for legal assessment. The prosecutor's office, in turn, initiated a pre-trial check, and on December 26, a pre-trial proceeding was opened, within which investigative actions are ongoing.
