GSIN regularly organizes tenders for the supply of food for its institutions in accordance with the Law of the Kyrgyz Republic "On State Procurement." All suppliers that meet the requirements can participate in these competitions.
In 2025, another tender was announced for the supply of fish and other products for convicts, in which three companies participated: LLC "Promaster KZh," LLC "Akuel," and LLC "Ruskapital."
During the tender process, at the request of LLC "Ruskapital," an independent commission under the Ministry of Finance excluded "Promaster KZh" from the list of participants. As a result of the competitive procedures, the right to supply fish was awarded to LLC "Akuel."
However, it later became clear that this company was supplying products at inflated prices. In October 2025, the chairman of GSIN ordered an inspection, and the internal audit department was appointed to conduct a service investigation.
As a result of the inspection, damage amounting to 15 million 900 thousand soms was established. In response to the identified violations, the chairman of GSIN instructed the main department of internal investigations to conduct an additional study, during which the necessary materials were collected.
The collected data was sent to the prosecutor's office for legal assessment in November. As a result of the pre-trial check conducted by the prosecutor's office, a pre-trial investigation was initiated on December 26, and currently, investigative activities are ongoing, as stated in the announcement.
