"Get the Guns." How Weapons Are Used in Bishkek During Road Disputes

Recently, two incidents related to road disputes involving weapons occurred in Bishkek. Despite the absence of gunfire, these cases sparked widespread resonance on social media in Kyrgyzstan.

The first incident took place at the final stop of bus No. 100. One of the drivers, pulling out a pistol of unknown make, began to insult his opponent.

According to the press service of the Interior Ministry of the Lenin District, a preliminary investigation is currently underway. During this investigation, it was determined that the man with the weapon, born in 1990, is known as N.I. A protocol was drawn up against him under Article 126 ("Minor Hooliganism") of the Code of Administrative Offenses of the Kyrgyz Republic, after which he was placed in a temporary detention cell.

It was also clarified that the pistol used turned out to be pneumatic.
According to the editorial office of "AKIpress Summary," the detainee worked as a taxi driver and had previously been a cash-in-transit officer.

On the morning of January 14, a conflict arose between two drivers at the intersection of Jibek Jolu Avenue and Osmonkula Street. A passenger in one of the cars recorded a video showing one of the drivers pressing a pistol against the car windows and insulting his opponent.

The press service of the Sverdlovsk District Interior Ministry reported that the suspect is being sought. Soon, the inspector of the press service of the Patrol Police, Nadyrbek Jusupov, confirmed on social media that the suspect had been detained.
The necessity of a permit for pneumatic weapons

According to information on the website "Legal Consultations Online in Kyrgyzstan," a permit is not always required — it depends on the power and caliber of the pneumatic weapon.

No permit required

If the pneumatic weapon:

- has a muzzle energy of up to 7.5 J;

- has a caliber of up to 4.5 mm inclusive,

it can be purchased without a permit.

Permit/registration may be required

If the indicators exceed 7.5 J or the caliber is greater than 4.5 mm, this weapon falls under stricter regulations — it is necessary to contact the Ministry of Internal Affairs to obtain a permit.

Additionally, the law of the Kyrgyz Republic "On Weapons" clearly states that hunting pneumatic weapons must be registered with the internal affairs authorities.

What weapons require a permit?

According to data on the website "Licenses and Permits of the Kyrgyz Republic," permits are issued for:

- the acquisition of civilian weapons (sporting and hunting), Electronic license

- the acquisition, storage, and carrying of civilian weapons and ammunition for them. Electronic license

Furthermore, explanatory materials indicate that cold weapons can only be acquired by citizens who have a permit for the storage and carrying of hunting firearms or collectors.

Who issues permits for weapons?

According to the Law of the Kyrgyz Republic "On Weapons," permits are issued by the internal affairs authority at the citizen's place of residence, which also becomes a permit for the storage and carrying of weapons. The validity period of such a permit is 5 years, with the possibility of extension.

The authorized body for issuing permits is the Ministry of Internal Affairs, specifically the Public Security Service. The legality of issuing permits for weapons in Kyrgyzstan has been raised multiple times in society, especially during investigations of high-profile crimes. For example, recently, the State National Security Committee detained two police officers in connection with the murder of a 47-year-old resident of the capital, Jibek Urustemova, regarding the illegal issuance of permits for weapons.

On December 23, 2025, on her birthday, a resident of Bishkek was shot by her ex-husband, who was also an inspector of the State Traffic Safety Department of the Ministry of Internal Affairs. The investigation claims that he illegally provided permits for a traumatic pistol to the suspect.
