
On December 31, 2025, a 31-year-old woman filed a complaint about fraud at the Moscow district police station. She reported that strangers, having gained her trust and promising to increase her investments through Telegram, deceitfully took her money amounting to 152,000 soms between December 27 and 29.

A criminal case was initiated regarding the incident under Article 209-1 "Intentional transfer or sale of electronic payment means, virtual asset wallet, and SIM card to third parties" of the Criminal Code of the Kyrgyz Republic.
During the investigation, it was revealed that a citizen identified as Ch.B., born in 2003, had obtained an "Optima" bank card and sold its details via Telegram. This card was used to withdraw funds from the victim. Thus, he provided criminals access to his online banking, which is also a criminal offense.
Ch.B. was detained in accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic and placed in a temporary detention facility. Investigative actions are ongoing.
The Internal Affairs Directorate of the Chui region reminds citizens: the transfer of SIM cards, bank cards, and any electronic payment means to third parties is classified as a crime and may lead to liability.
