In 2025, the Ministry of Internal Affairs of Kyrgyzstan brought criminal charges against 226 individuals for participation in dropper schemes. This was announced by Deputy Minister of Internal Affairs Nurbek Abdieva at a meeting of the committee of the Jogorku Kenesh, which deals with financial issues and competition development.

The Deputy Minister emphasized the importance of ongoing efforts to educate citizens about the risks associated with participation in fraudulent schemes.

“We strongly urge the population not to share their data and bank cards with third parties, as this can lead to significant financial losses due to fraudulent actions. We even post warnings near ATMs to remind people not to hand over their cards. However, sometimes young people, including students, still sell their cards. Nevertheless, the number of such cases is decreasing every day as they begin to realize the possible consequences,” noted Abdieva.

He also added that the police are actively working on educating the population.

It should be noted that in 2025, deputies proposed amendments to the Criminal Code to establish penalties for dropper schemes. As a result, a new article was added, which provides for liability for the transfer or sale of bank cards, virtual wallets, and SIM cards to third parties for the purpose of committing unlawful acts, stipulating various fines and prison terms depending on the severity of the crime.
