The Ministry of Internal Affairs initiated 12 criminal cases for the "renting" of children for begging.

At the parliamentary meeting on March 4, Deputy Minister of Internal Affairs Oktay Urmambetov reported the initiation of 12 criminal cases related to the use of children for begging.

During the discussion, parliamentarians reviewed a draft law aimed at combating begging in the streets and public places.

Deputy Kamila Talieva proposed conducting raids to identify and curb begging. She noted that there are people who genuinely need help, especially women with children; however, it is important to be able to distinguish between those who are truly in need and those who are abusing the situation.

Talieva also urged the Ministry of Internal Affairs to strengthen control over this issue: “Visit Osh, there are many beggars. It is necessary to find out where they are coming from,” she emphasized, adding that among Kyrgyz people, there is no begging—it is not something that can be considered charity.

The deputy stressed that assistance to those in need should be provided through government funds. “There are young people standing on the streets asking for help. This is very concerning,” she stated.

Deputy Minister Urmambetov also noted that in Uzbekistan, punishment for begging includes 15 days of detention. “In the southern regions, where the borders are close, some individuals cross the border in the morning, engage in begging, and then leave the country. There are cases where children are used for these purposes. In this regard, 12 criminal cases have been initiated, and investigations are underway,” he added.
