Medical universities will be required to work under state franchise: rules for education are changing in Kyrgyzstan

The President of the Kyrgyz Republic, Sadyr Japarov, has signed a new law that introduces significant changes to the regulations concerning the education, science, and healthcare systems. This law, titled "On Amendments to Certain Legislative Acts," imposes stricter requirements for medical education and scientific activities.

According to the new regulations, all educational institutions offering programs in medicine and pharmacy are now required to undergo state accreditation. Institutions that do not obtain accreditation will be deprived of the right to enroll students and issue state diplomas. The authority for licensing medical educational institutions has now been transferred to the competent authority in the healthcare sector.

The law also introduces the concept of educational franchising. Private medical educational institutions that have been accredited will be required to enter into agreements with major state educational institutions. This implies the use of state educational programs, methodological materials, and administrative management from the base institution.

Changes will also affect the scientific sector.
Scientific organizations engaged in medicine will be able to carry out their activities only after obtaining state accreditation. Control over the quality of training specialists in medicine and pharmacy is being tightened: monitoring and evaluation will be conducted by the relevant health authority.

The law details the procedures for internships and residencies, as well as establishes requirements for the material and technical support of private medical institutions and the powers of state bodies in regulating personnel training.

The Cabinet of Ministers is required to adapt its regulatory acts within three months in accordance with the new requirements.
